SDJSA By-Laws, Rules of the association. 1. FIXTURES (a) Fixtures shall be prepared by a Standing Committee from team nominations received by a deadline fixed at the Annual General Meeting. (b) Fixtures so prepared shall be endorsed by a meeting of the Management Committee upon which the Fixtures shall become binding upon all playing members. (c) All actions by the Standing Committee on Fixtures shall be governed by the primary requirements that all teams properly nominated shall be given the opportunity to compete on an equitable basis, when at all possible. (d) All matches in competitions shall be played on the dates and at the times fixed by the Association’s official Fixture list, unless abandoned or postponed by the referee in accordance with the Laws of Play. (e) Postponed games shall be played as soon as possible but no later than 6 weeks and no later than the final fixture date. (f) Failure to meet a fixture commitment shall be recorded and tabled as a 0-5 loss against the defaulter, unless the team wishing to postpone has given the opposing team at least 24 hours notice and both team coaches agreed to a change and have both informed the Registrar, stating the reason for such change, and providing that the change shall not interfere with any other existing fixture commitment. (g) If BOTH opponents are in default, the forfeited fixture shall stand as a “no-game loss”. Any appeal against this provision is to be made to the Fixtures Committee which shall have the power of decision on this matter and against which decision there shall be no appeal. (h) Changes to the Fixtures list can be made by the Fixtures Committee to cope with unavoidable or unforeseen circumstances. Notice of such change has to be given to the opponents concerned as soon as possible and the registrar shall be informed of such change by the Fixtures Committee. (i) In the event of a sdjsa registered school entering a team in a particular league program after the official start of the season, the Fixtures Committee will advise teams already in that league by which date the scheduled match shall be played. Should the game not be played by the arranged date, for whatever reason, the match shall be declared a “no game loss” as in 1(f). (j) All competitive league matches played under the control and auspices of the Association shall be tabled 3 points for a win, 1 point for a draw and 0 points for a loss. (k) When two or more teams are level on points at the scheduled fixture finish, all teams are declared winners. (l) The maximum goal difference to be tabled for any match shall be 5 goals. 2. TEAM NOMINATIONS (a) Every sdjsa registered school of the Association shall be entitled to nominate a team or teams of players for competition as provided for and under the auspices of the Association and such nomination shall be submitted by the deadline fixed at the Annual General Meeting. (b) Team nominations shall be in writing and signed by two officials representing the playing member. (c) Every sdjsa registered school shall be encouraged to nominate their school for the purposes of sharing facilities enabling skill clinics on a regular basis with participants from their own school and other invited schools. (d) Times for combined coaching and skills sessions for players who are less than 7 years of age shall be published on the website. 3. PLAYER REGISTRATION (a) Every player participating in Under 7, 8, 9, 10, 11 and Senior age groups must be declared on the official Registration form as being eligible for that age group. (b) Before a player registration form can be lodged and accepted for registration, the sdjsa registered school shall have paid the Membership Fee applicable for the year during which the player registration form is being lodged. (c) A Team or Player Registration Fee shall be payable to the Association at such rate and conditions as shall be determined by the Management Committee. (d) Each Team registration form shall be accompanied by the applicable player registration fee before being considered a valid Lodgement of a player registration form. (e) To be permitted to play in any match as an eligible player that player must be properly registered not less than twenty-four hours before the commencement of such match. (f) 1. Every Player registration Form shall be signed by an official representing the sdjsa registered school making such lodgement. 2. The correctness of such Player Registration Form be verified by the Principal of the school and the Coach of the team, with particular regard to the ‘date of birth’of the players. 3. Additional registrations during the season, shall be submitted in writing on the appropriate form, and shall be signed by the school principal and team official. Forms can be downloaded from the website. (g) The Registrar, before registering any player, shall be entitled to seek information by whatever means deemed necessary and appropriate to confirm, or otherwise, details contained on any Player Registration Form. (h) In the event of the Registrar refusing under any circumstances whatever to register a player,the sdjsa registered school seeking to register such player shall be entitled to appeal to the Management Committee within seven days of such refusal and the appeal shall be heard and determined by the Management Committee in the presence of the sdjsa registered school and the registrar. (i) In the event of a sdjsa registered school entering two or more teams in any particular age group, players must be nominated prior to the July school holidays as to the team in which they will be playing for the remainder of the season. Should the nomination not be received by the Registrar prior to the respective date, then the match card list of players of the A1 match shall be deemed to be A1 list for subsequent matches. If it is necessary to field a second team or underage player in the first team, then such a second team or underage player may be used. However should such a player be used more than twice in such a situation then he/she loses their second team or underage status and becomes ineligible to play for the second or relevant under age team except for carnivals and cups. (Also refer to the cup rules.) (j) A player other than a primary school student shall not be eligible to play in matches restricted to competition by teams from primary schools. (k) A player shall only register to play for one sdjsa registered school during the season, unless a bona fide transfer is involved. (l) Players who wish to play for, but do not attend the sdjsa registered school, must have signed permission from their own school principal as well as the sdjsa registered schools principal to be eligible to play. Also a written application must be made by the sdjsa registered school to sdjsa management committee seeking approval for this. (m) No player may take part in more than one competitive League or Cup match on any day. Postponed matches, whenever played, shall, for the purposes of this By-law be deemed to have been played on the day scheduled for that fixture. 4. AGE OF PLAYER (a) 1. Where competition conducted under the auspices of the Association is restricted to age groups, only players eligible for a given age group shall be allowed to play in that competition. 2. An Under 7 player must be a minimum of 6 years of age and an Under 8 player must be a minimum of 7 years of age at start of season. 3. A player may play up 1 year. Example: A genuine Under 11 may play in Senior primary, Under 10 may play in Under 11, Under 9 may play in Under 10 and Under 8 may play in Under 9. 4. A player CAN NOT play down a year. Example: A genuine Under 11 CAN NOT play in Under 10. (b) Primary School Players For the purposes of determining the age of a player the 31st December will be regarded as the critical date, ie if nine years old by the 31st December, the player shall be eligible to play in the Under 10 competition the following year, or age groups above that. (c) In all instances where Constitution and/or By-laws refer to Under 12 age groups and teams so qualified compete in primary school competition the upper age limit for players shall be no older than 14 years of age at the end of the year in which a primary school team is being fielded for competition and subject to the provision of By-law 3(j). (d) Secondary School Players For all Secondary School teams and for all SDJSA representative teams competing in the SA Junior State Championships, the age of the players shall be determined as in By-Law 4b. 5. RULES OF COMPETITION (a) All matches shall, in principle, be played in accordance with the Laws of Play as laid down by F.I.F.A., except for such modifications as may be contained in Association Bye-laws to take into account local conditions and age of players. (b) Only eligible players shall be allowed to play or be used as interchange in matches conducted under the auspices of the Association. (c) The use of an ineligible player in a match shall constitute a breach of By-Law and automatically result in forfeiture of the match by the offender. (d) The duration of all matches conducted under the auspices of the Association unless otherwise prescribed elsewhere, shall be: Under 7, Under 8, and Under 9 - 20 minutes each half Under 10, 11 and Senior Primary - 25 minutes each half Under 13 and Under 14 - 35 minutes each half Under 15 and Under 16 - 40 minutes each half (e) The duration of time between halves shall be: 5 minutes (f) It shall be the responsibility of the away team in the fixture list to ascertain the scheduled time for kick off from the home team. (g) 1. Teams shall be in position for play to commence not later than ten minutes after the time for kick off stated on the official Fixture List. 2. Teams shall have the following number of players as a minimum at the time of ‘kick off’. U7 - Min 6 players Max size of team 7 a side. U8 - Min 7 players Max size of team 8 a side. U9 - Min 7 players Max size of team 9 a side. U10 - Min 7 players Max size of team 10 a side. U11+ - Min 7 players Max size of team 11 a side. (h) In the event of a match starting after the scheduled kick off time, but within the ten minutes allowed for a later start, and another match being scheduled to commence immediately following, both halves of the delayed match shall be shortened accordingly to allow for the scheduled kick off of the next following match. (i) Any team losing One or more players due to commitments to National, State, or Association Representatives teams, may apply to the Registrar to have the match postponed until the representative players are available. The Registrar shall notify the Fixture committee of such postponement who shall determine the date by which the game shall be played. (j) Interchanging of players shall be possible as follows:- 1. Interchange of a player can be made without a stoppage in play in all age groups if the referee has been alerted. 2. An interchanged player shall not take part in any subsequent match of other programmed matches to be played by teams of the sdjsa registered school on that same day in competitive league competition. 3. The player to take the field as interchange shall stand adjacent to the half way line, and shall not enter the field of play until the player being replaced has left the field at that point. (k) The home team shall be responsible for the provision of the ball for the match. The ball shall be : 1. Regulation size 4 for all Under 7, 8, 9, 10, 11 and Senior games. 2. Regulation size 5 for competition in Leagues Under 14 and over. (l) Failure by the home team to supply a ball for the match shall entitle the visiting team to supply its own ball, which need not be of applicable regulation size, but which must fall within size limits permissible for any match under the Laws of the Game. (m) The home team shall be responsible for the provision and availability of a basically equipped first aid kit. (n) Not more than two coaches or officials shall be allowed to coach a team in competitive matches with the following provision: 1. A team shall not be coached from behind either goal line. Under 7, 8, 9, 10 exempt refer to 16 (a). 2. A linesperson or referee shall not coach. (o) Corner kicks in all leagues up to an including Senior shall be taken from the point where the penalty area line intersects the goal line and no allowance shall be made for a quadrant area at such intersection of lines. (p) When a team is allocated a bye fixture or forfeit, the players of that team shall be ineligible to play for any other of the sdjsa registered school teams on that day. (q) In all age groups Goal kicks shall be taken from a point on the 18 yard line. All opposing players shall be 10 yards from the ball. (r) The six yard line will be dispensed with in all age groups from u7 to Senior Primary. 6. RESULTS (a) All competitive matches under the control and auspices of the Association, unless otherwise stated elsewhere, shall be documented by the sending in of results to the Registrar. (b) 1. Under 7, 8, 9, 10, 11 and Senior leagues are non-competitive and as such no results will be collected for the purpose of allocating points, however result will be collected in accordance with By-Law 6 (b) 2. 2. It shall be the responsibility of the HOME team to send the result via the SDJSA web site (www.sdjsa.com) as soon as possible after the game has been played. 3. Advice of forfeited and/or abandoned fixtures shall similarly be documented. 7. TRANSFERS (a) It shall only be possible for a player to transfer from one sdjsa registered school to another if he/she changes school. (b) An application for transfer shall have been received and approved by the Registrar not less than three days before it is intended that the player shall play for the new team. 8. TOURNAMENTS (a) sdjsa registered school shall be allowed to nominate teams for tournaments conducted by the Association subject to qualifications governing a tournament. (b) sdjsa registered school shall be allowed to nominate teams for tournaments conducted by other members on the condition that: 1. Team nominations be in the hands of the organising body four weeks before the scheduled date of the event. 2. Such tournament has been approved by the Management Committee with respect to date and venue, rules and proposed organisation controlling such tournament, and name for the tournament. 3. A team nomination fee for such tournament shall not be charged. 4. Any association fund raising aspect, other than those organised by the convenor of the tournament on the day of the tournament, but actively involving the participation of other sdjsa registered school beforehand, shall be approved by the Management Committee. (c) Any sdjsa registered school desiring to play in tournaments conducted by organisations not being members of this Association shall require the approval of the Management Committee. (d) Match Cards, and/or Result Cards are not required at tournaments conducted or approved by the Management Committee, but one list of team players, duly registered with the SDJSA, taking part, signed by an official representing the sdjsa registered school, shall take its place. 9. SOUTHERN DISTRICTS KEWCO SENIOR PRIMARY CUP AND THE MICHAEL HARGREAVES MEMORIAL TROPHY FOR UNDER 11s (a) During each year the Association shall conduct two knockout Cup Competitions for teams from sdjsa registered schools and the competitions shall be known as “SOUTHERN DISTRICTS KEWCO SENIOR PRIMARY CUP” and the “MICHAEL HARGREAVES MEMORIAL TROPHY” for the under 11s. (b) This Cup Competition shall be open to all sdjsa registered schools having primary school teams competing in the Association. (c) The First Round of this competition shall be played on a day to be determined by the Fixtures Committee. (d) Subsequent rounds shall be played as arranged by the Fixtures Committee. (e) The Draw for the first round shall be conducted at the first Fixture Committee Meeting. If, for any reason whatsoever, it shall not be possible to do so, the Management Committee shall have the power to make the Draw and any sdjsa registered schools having a team in the Cup Competition shall be allowed to attend the Draw. (f) The Draw for subsequent rounds shall be based upon the standard elimination result sheet. (g) The semi-finals and final for the Cup Competition shall be conducted by the Association on grounds neutral to teams taking part. (h) The duration of Cup Matches shall be of 30 minutes each half with 7 minutes between halves. (i) In the event of no decisive result after completion of regular time a penalty shoot out will take place. (j) A regulation size 4 ball shall be used in all Cup matches. 1. With the exception of Round one, no player may play in a Cup game until that player has played in three league games 2. Once a player’s name has appeared on a match card for a Cup team, that player may not play for any other cup team for the remainder of that season’s competition. 3. All Cup matches will be played at Bowker St Reserve, North Brighton 10. REFEREES (a) The Management Committee shall have the authority to appoint suitably qualified Referees to officiate at matches conducted under the auspices of the Association. (b) In the event of an official referee not having been appointed for a match, the home team shall provide a referee for that match, with the proviso that should the referee provided by the home team not be a qualified referee and, at the same time, there be a qualified referee present at the match and willing to officiate, such qualified referee shall have precedence. (c) Any objection by the opposing team to any unqualified referee being provided by the home team shall be stated before the commencement of the match and be endorsed on the match card accordingly. (d) In any game where an official is appointed by the Association, should a player be sent off the field of play for misconduct, then an automatic one game suspension, in a match to be determined by the Management Committee, will be enforced. (e) Any appeal against such a decision shall be made in writing within 48 hours. 11. DISPUTES (a) A Standing Committee, to be known as the “Disputes Committee” shall have the power to deal with alleged violations of the Laws of the Game as laid down by F.I.F.A., or Association Bye-laws which modify those Laws. (b) Any member of the Disputes Committee directly or indirectly involved in any dispute having to be dealt with by the Committee shall, notwithstanding any constitutional provisions otherwise in force and dealing with committees of any kind, be disqualified for the time being and be replaced pro tempore by a proxy appointed by the Management Committee for that purpose or, in an emergency, appointed by the Executive Committee. Such proxy appointee shall not be involved directly in any way in the dispute having to be dealt with by the Disputes Committee. (c) The Disputes Committee shall be appointed by the Management Committee. (d) For a dispute to be dealt with by the Disputes Committee it shall be necessary for the complainant to have lodged a written notice with the Chairman of the Disputes Committee within forty-eight hours of any alleged violation having occurred. (e) It shall be the duty of the Chairman to notify, at least verbally, the registrar of any dispute having been properly brought to the notice of the Disputes Committee. The subsequent decision of the dispute matter shall be conveyed in writing to the Registrar and the Management Committee. (f) The Disputes Committee may, at a properly convened hearing, seek and receive evidence from all parties concerned and adjudicate upon the dispute. (g) 1. Appeals against any decision made by the Disputes Committee upon a dispute shall be made in writing to the Management Committee within forty eight hours of the decision having been handed down and such appeal shall be accompanied by an Appeal Lodgement Fee of five dollars. The return, or otherwise, of an Appeal Lodgement Fee, in part or in full, shall be decided by the Management Committee upon finalisation of the appeal. There shall be no further appeal against Management Committee determination of an appeal. 2. Appeals against By-laws 10d shall be determined by the Disputes Committee convened as soon as is practical when both the official and a school representative shall be present. (h) Matches abandoned by a referee shall be decided upon by the Disputes Committee. (i) The term dispute in this By-law shall also cover protests, claims, complaints, lodged with the Disputes Committee and based upon the provisions contained in Clause (a) of this By-law. 12. FORFEITURE OF MATCHES (a) In the event of any team forfeiting a match due to an infringement of the By-Laws, the forfeiting team may appeal in writing to the Registrar, within seven days of the tabling of the Registrars report, who will submit the appeal to the Management Committee. The Management Committee will then decide on the result of the match and their decision will be final. (b) Any breach of any By-Law by any Member shall be liable to the imposition of forfeiture. 13. COLOURS (a) Each sdjsa registered school shall register the colours of teams being nominated for competition. (This is no longer required) (b) When playing colours of opposing teams are sufficiently similar as to be considered likely to confuse the referee or players, it shall be the responsibility of the AWAY team to play in colours distinguishable from its opponents. (c) Every Player in a team shall wear colours of the same kind and the goalkeeper shall play in colours distinguishable from the rest of the teams opposed. (d) In competitive matches played under the auspices of the Association every player in a team shall display a number in a prominent position and that number shall correspond with the player's number on the match card, when possible. 14. REPRESENTATIVE MATCHES (a) The Association may arrange such representative matches with other representative teams as it deems fit. (b) Arrangements for such representative matches shall be vested in the Executive Committee, unless a Sub-Committee has been appointed for that purpose. (c) A minimum of fourteen players shall be selected to represent any one team. 15. SOUTHERN DISTRICT U/13, U/14, U/15 AND U/16 CUP (a) The rules are as per the Senior Primary Cup. 16. UNDER 7, UNDER 8, UNDER 9 & UNDER 10 MODIFICATIONS (a) A team shall not be coached from behind either Goal-line. Except in Under 7, Under 8, Under 9 and Under 10 for goal- keepers, must be a nominated person. (b) Coaching is permitted within the playing area in Under 7, Under 8 and 9 games, but not including the penalty areas, whilst the ball is in play, and without physical interference of the run of play. An indirect free kick shall be awarded to against the side having so offended by on field coaching interference. (c) Corner kicks shall be taken from a point where the penalty area line intersects the goal-line and no allowance shall be made for a Quadrant circle at such intersection of lines. (d) Goal kicks shall be taken from a point on the 18 yard line. All opposing players shall be 10 yards from the ball. (e) A free kick awarded to the defending side within their own penalty area shall be taken from the 18 yard line. All opposing players shall be 10 yards from the ball. (f) Goal keepers shall wear a shirt the colour of which differs both from the field players of both teams. (g) The referee shall give special consideration to the restrictions of players ability at this age level. (h) Referees shall enforce the off-side law where a player is definitely seeking to gain an advantage. (a player cannot be offside from a goal kick, throw in, corner kick, dropped ball, when the ball was last played by an opponent, or when he is in his own half of the filed or when he is not closer to his opponents goal line than the ball. Under 7, 8 and 9 there is No offside Under 10,11 and senior will be offside as per fifa rule. (i) The operative word for offences is “Deliberate”. Players shall be penalised for deliberate offences under all circumstances. (j) Goals cannot be scored directly against the “offended” team. (k) Penalty kicks for the nine penal offences shall be given if in the opinion of the referee the offence is intentional, But must be taken as a direct free kick from goal area line and can be defended as a normal free kick. *Under 11 and upwards as per fifa rule. (l) Free kicks for the nine penal offences shall be given if in the opinion of the referee the offence is “Deliberate”. refer rule (16i) (m) Throw in. The player SHALL be given three opportunities to correctly deliver the ball at EACH throw in. After a third foul throw the opposition shall be allowed to take the throw in. (n) Goalkeepers, in full possession of the ball shall be protected by the referee. Without stopping the game, forwards who harass or obstruct the goalkeeper shall be called out of the penalty area. (o) The Goalkeeper is permitted to pick up the ball and given sufficient time to clear the ball. The referee WILL protect the player. (p) 20 minutes each half shall be played with a half time interval of 5 minutes. 25 minutes each half with a half time interval of 5 minutes for Under 10. (q) No offside for under 7, 8, & 9. Under 10,11 and senior will be offside as per fifa rule. 17. ADDITIONAL MODIFICATIONS (a) The Management Committee have the right to change or add By-Laws during the season to the benefit of Players and Schools. 18. WEATHER (a) Training or playing of games will not take place during summer months. December, January and February. Without committee approval. (b) A maximum current temperature of 25deg C, as determined by the weather bureau, will cancel or delay training and games, as will Hailstones, very heavy rain very strong winds and Lightning.
